By chance, does this 1990 Megadrive Peripheries interview with Kaneda and Sato contain any information on Sega's Game Toshokan download service and the Mega Modem peripheral that was released in 1990-1991? I have a particular interest in Sega's roguelikes, one of which (Shi no Meikyuu/Fatal Labyrinth) was developed for this service in a very minimal state and later released overseas as a more graphically fleshed out game, but information is pretty scarce about the development history and the service itself too. Thanks!
